VECTOR TEAM

RYAN MOORE, PE

Education: Bachelor of Science, Civil Engineering, St. Martin’s University

Strengths: Ryan’s ability to interface with clients, communities, vendors, and jurisdictions to obtain results that the clients understand and affirm.

Credibility:

Ryan brings to Vector a background in plant construction and maintenance as well as project management. He has worked extensively with small service Districts (school, fire, recreation) on structural facility inspection, capital improvement project funding, and project management from concept to completion. Ryan knows intimately the issues surrounding small districts and municipalities from a budgetary and a community perspective. He has worked with multiple state agencies to help obtain project funds and coordinate accounting documents. Ryan has overseen planning and engineering for governmental, industrial, and commercial development in Grays Harbor, Pierce, Thurston, Lewis, Mason and Kitsap counties. He understands the permit process for most types of construction.

BENTON COOK, PE

Education: Bachelor of Science, Civil Engineering, Clarkson University

Strengths: Ben has thirty plus years of experience in civil engineering & construction with major emphasis on transportation structures, primarily with WSDOT and county bridges. He has spent time on the contractor side of contract documents, which brings greater insight in preparing effective engineering specifications.

Credibility: Ben has been the Engineer in charge of design for several county and tribal highway bridges.  As principal of a small firm, he has done transportation structure design for most usual and some unusual super and sub structure projects. He has spent a significant amount of time working on structural assessments for existing buildings and facilities. He has also been project manager for various highway contractors, building major and minor highway structures in Washington State.  From this experience comes greater knowledge of construction costs for the various comparative alternatives which inevitably arise during the design development process. 

KYLE FREEMAN, PE

Education: Bachelor of Science, Civil Engineering, University of Washington

Strengths: Kyle comes with 15 years of experience in civil engineering and a hands-on background in road, industrial & commercial construction.

Credibility: Kyle has vast experience in many facets of the civil and environmental engineering disciplines including hydrologic & hydraulic analysis, utility design (stormwater system management, water systems, and sanitary sewer systems-both pressure and gravity), commercial & industrial site development and coastal construction. He has considerable experience in conducting overall management of the administrative and technical aspects of civil design projects as well as coordinating the preparation of Construction Bid Packages and overseeing the construction thereof.  His recent works of note have included hydraulic analyses of two forest road bridge replacements for the City of Hoquiam near Humptulips, as well as hydraulic analysis for a replacement bridge in the City of Seattle Watershed for Seattle Public Utilities.  He also just completed a hydrologic and hydraulic analysis on a stretch of the Cowlitz River to identify floodplain and floodway impacts associated with activities of a surface mine located along the river

COLLIN MCMASTER, PE

Education: Bachelor of Science, Civil Engineering, St. Martin’s University

Strengths: He is Vector’s specialist in Autodesk Products, including AutoCad and manages all facets of IT for the office as well as the drafting standards for the company. 

Credibility: Collin's 11-year journey at Vector embodies a testament to dedication and expertise, evolving from a graduate EIT to a seasoned PE carrying responsibilities that mirror his unwavering commitment. His niche as Vector's CAD specialist extends beyond technical prowess; Collin steers the ship of IT management and drafting standards, anchoring the company's operational integrity. His portfolio narrates a diverse narrative, having led designs across the spectrum from intimate home remodels to sprawling multi-family dwellings and apartment complexes. He navigates the complexities of TIA reports, utility layouts, and site development, effortlessly harmonizing with multiple jurisdictions. Recently, Collin's pivotal role in organizing bridge inspections, trail layout and load ratings for over 40 Washington DNR bridges stands as a testament to his invaluable contributions. Skilled in permitting and entitlement intricacies, Collin is the catalyst propelling projects towards swift accomplishment within regulatory frameworks. His imprint on Vector's success is indelible, a testament to his expertise and unwavering commitment to excellence.
